Promotion For David- Who Is Responsible? What Does He Need For The New Album To Be A Hit?

There has been a ton of talk here and on twitter about what a crappy job RCA has done promoting David to date. Some believe it is all up to RCA, others think his management and PR team need to step it up more. How much input did David have for his first album, will he have more this time, and what will he change this time? Is it fair to compare David's promotion to artists in other genres with the same management/label?
