It could be a scar, a mole, or just a birthmark or something. But the piercing suggestion had me wondering.
Hm. I hadn't noticed. Of course, the first thing I look at on a guy isn't really his eyebrows so...
It could be a piercing he tried once and didn't like. I know nose piercings leave behind that same raised mark. (Not from personal experience, but from what I've seen in pictures.) I guess it would be sensible to guess that eyebrow piercings do as well.
