According to the AI FAQ "How do I know that my vote has been counted" a vote on the toll free number is only counted if you hear the "Thank You" message. Using the redial and hanging up once I've gotten through may have been a waste of time if I'm understanding this FAQ correctly.

There's also info there about text messaging. This could mean getting David C alot more votes.

I press redial until I DO NOT hear ringing or a busy signal. When I don't hear these I know it's a vote because they guy thanks me for voting.
