Not dumb at all... most of us don't know exactly how it works! The short answers to your questions, partly yes and yes! Billboard's website is pretty easy to get to know once you navigate through it a little. Digital download ranks are digitil purchases only. You can get those numbers buy selecting digital or singles, and then looking for digital among the singles. Play around on that site a little...
http://www.billboard.comWhen charts are done in "formats" such as Adult Contemporary, Top 40, Country, they're generally a combination of purchases and airplay. There are numbers for singles and for albums. Hot 100 might be a combo but I'm not sure... TOML came in #3 the first week it was released, but didn't have nearly as much airplay as it's getting now, so I think hot 100 is mostly purchases (download and CD) and The Billboard 200 is a combo, which is why DC's singles (TOML and AI) were lower on that chart.
Neilsen Soundscan, radio spin info from Mediabase, sales figures from retailers... lots of sources go into making up the numbers. Billboard compiles them using a formula and then comes up with their charts.
Please... anyone with more specific knowledge of how this works please jump in, elaborate, correct me, etc! I want to know too!
